Summary

General meeting context

  • Date/time: Public meeting with roll call; a quorum present. Commissioner Steeke recused himself from docket 04726 but later rejoined in other items.
  • Rules discussion: Considered updating formal public hearing rules; a redlined in-progress version was shown.
  • Minutes: June 9, 2026 minutes deferred and not adopted today.

Docket 04726 – Billboard regulation change; billboard swap (Mid-City I-10 area to 100 Poydras)

  • What it is: City Council motion to allow a digital billboard swap; Mid-City digital billboard would move to the Hilton Riverside site at 100 Poydras, with a new receiving location designation.
  • Context/ rationale: Aims to reduce glare into nearby residential areas by relocating to a commercial receiving site; aligns with intent of billboard regs.
  • Regulatory approach: Current zoning doesn’t neatly cover this swap; staff proposed a text amendment to create a pathway for receiving-zone designations via legislative action.
  • Key players: Mr. Kroll (staff) presented; Richard Cortes spoke in favor (representing billboard owner; noting Mid-City sign is properly permitted); Commissioner Steeke recused from this docket.
  • Question/answer: Commissioner Poche asked if the deal would fail without the text amendment. Answer: No—the negotiated deal stands independently; the amendment would formalize the process. If the amendment fails, the billboard stays as currently permitted.

Decision/vote

  • Motion: Commissioner Jordan moved for modified approvals; second by Commissioner Hebert.
  • Vote: Yes from Koepper, Poche, Hebert, Josie Gupta, Wittrey, Jordan. (Steeke recused.)
  • Outcome: Motion carried unanimously among voting members present.

Docket 064-26 – Conditional use for a small child care center; Forest Glen Road

  • Location: 7542–7550 Forest Glen Road, within SRS (Suburban Single Family Residential) district.
  • Proposal: Conditional use permit to operate a small child care center in an existing one-story residence.
  • Staff analysis: Meets Article 20 use standards; impacts expected to be localized; aligns with master plan; compatible with surrounding homes.
  • Parking: Staff noted a waiver but, under Article 20, Section 23S2D, child care centers in residential districts are exempt from off-street parking; waiver unnecessary. Staff recommends approval with four provisos (exact provisos not provided in excerpt).

Speakers/presenters

  • Paulette Alexander-Taylor, 75628 Taylor Lane, Slidell, LA (daughter Ikea Russell would operate the center).
  • Ikea Russell (intended operator).
  • Nick Kendall (Agenda for Children) referenced for remarks after the presenters; not all remarks included in the excerpt.
  • Status/next steps: Staff recommended approval with four provisos; testimony from applicants ongoing.

  • Purpose: Divide a parcel into three lots to facilitate sale; parcel over two acres requires a public hearing.
  • Applicant/testimony: Mark George F. (car wash operator) spoke.
  • Staff recommendation: Tentative approval with one proviso.
  • Commission action: Commissioner Hebert moved for approval; Commissioner Poche seconded.
  • Vote: All commissioners voted Yes.
  • Result: Approved with one proviso.

Commissioner Hebert? Here. Commissioner Josie Gupta? Here. Commissioner Wittree is here. Commissioner Jordan? Here. Commissioner Steeke? Here. We're all present, well for the most part, so we have a quorum. We're going to go ahead and get started. We are going to read the rules that Commissioner Steeke is in the process of updating, correct? Look at that, red lines right here. All right, red line. Stay tuned for our new rules. The formal public hearing rules. The City Planning Commission has established certain rules governing the procedures to be followed at the public hearing. Before speaking, each person shall give their name, address, and state whom he or she is representing. Proponents for the proposal will speak for a period of ten minutes. Each speaker will be allowed a maximum of two minutes. Opponents or other interested parties will speak for a period of 15 minutes. Each speaker will be allowed a maximum of two minutes. Proponents will be allowed a period of six minutes for rebuttal. Each speaker will be allowed a maximum of two minutes. Opponents will not be allowed to rebut. No material, written matter, photographs, maps will be accepted by the Commission or its staff at any time during this public meeting. This procedure shall be followed except at such time when the proceeding officer shall, and with the approval Commission members present, extend such time. We have called roll call. We can go ahead and move to the adoption of the meeting minutes from June 9th, 2026. Those are not ready yet so those should be deferred. All right, let's move on to docket item 04726. So this item is a proposal by City Council motion for a change to the billboard regulations. It's motivated by two billboards really. One is on Interstate 10 and in Mid-City, kind of where Mid-City backs up to I-10. There's a billboard there that is digital. Neighbors have complained that the digital billboard is shining into the residential neighborhood that abuts the interstate and have gone to their council members seeking a method of sort of reducing the illumination coming off of that billboard. And so the council members have worked with the billboard owner to essentially swap the digital billboard at that location onto Hemcourt by I-10 for another billboard on top of the Hilton Riverside at 100 Poydras. So the proposal that has been facilitated by the council would essentially move the digital billboard from one location to another. The problem that exists with this is that there's not a set of zoning regulations that allow for it. The zoning regulations do allow it for billboard swaps, but it's kind of in the context of if I'm a billboard company that has five billboards, I can take down these four billboards and then digitize this fifth one, which has to be kind of one of a pre-identified list of billboards that does not include this site. And so the reason this one is challenging is it doesn't fit directly into that sort of point-based administrative trade-off system, but it does make sense if you look at the underlying intent of the regulations to get billboards out of residential areas and put them into purely commercial areas, in that the billboard, although it's near I-10, which is generally a good place for a billboard, is shining on a residential neighborhood. And the billboard would be moved to this location in the part of the CB that is purely commercial and therefore relatively well situated for a billboard. And so at the staff level, we've proposed a series of regulations that, in addition to the existing billboard swap structure, allows the council to identify locations that, because of unique conditions around their location circumstances, surrounding land uses, are uniquely well suited to receive a billboard that might exist elsewhere. And so, because the current system doesn't allow for sort of a legislative judgment call as to what are appropriate locations outside the point-based system, this really allows the legislature to say, you know what, looking at the very specific circumstances of this, this makes sense. And so we created a set of regulations that are a little bit based on the classic sign regulations that allow for classic signs to be identified through a text amendment process. Similarly, sites that are well suited for a billboard conversion could be identified through a text amendment process as well.

And so, you know, that's kind of a long preamble, but the gist of it is that we're looking to the intent of the regulations that exist today and creating a process that is based in that intent, but also acknowledges that sometimes there is a little bit of discretion or policy judgment needed at the legislative level to identify sites that are good for receiving billboard digitalization. So, anyway, the staff recommends approval. The specific language is on the screen and in your reports. And let me know if you have any questions. That was beautiful, Mr. Kroll. Thank you for such a wonderful explanation and a potential solution here. I would like the record to note that Commissioner Steig has refused himself from this docket item. We do have Mr. Richard Cortes, I'm here to speak. I believe in support. That's correct. Richard Cortes is 201 St. Charles Avenue, 70170. And thanks to Mr. Kroll's wonderful explanation, spares me having to go through the history and the intent of this amendment. But we're in support of it. We think it's a really good solution and compromise. I think the neighbors in Mid-City are very happy with this. Actually, they've posted social media that they're very happy with this. But I just want on the record that the billboard in Mid-City is properly permitted, appropriate, and allowed. However, in the spirit of great compromise and just goodwill, our client decided that, look, let's work with the client and let's place it in a more appropriate location. And that's the intent here. Of course, there's additional guardrails that we're fine with that have been added to the motion. So, happy to answer any questions. Thank you. Thank you. Is there anyone else here to speak on this matter? Okay. Commissioners? The recommendation by staff is modified approval, so I'm looking for a motion unless you have additional questions or comments. I do have a question. Yes, Commissioner Poche. If this text amendment isn't ultimately approved, does the negotiated deal with the billboard owner fall through? It does not fall through. This set of regulations is to create a pathway for that deal to exist. So what it does is proposes the process by which billboards can be designated as additional receiving zones that are not already articulated in the zoning ordinance, and it specifies that this receiving zone for this particular swap, which is 100 Poydras, is an authorized receiving zone. So it essentially creates the regulation and then uses the regulation all in one text amendment. I think your question was if this doesn't get approved. I think Mr. Cortese's would probably be best to answer that, but there is a private agreement, and that's not something that involves the city. This is just facilitating that agreement from happening. Yes. So this is an agreement that we came up with the neighborhood and the neighbors for relocating this digital billboard to Poydras. So there is kind of an agreement with the neighborhood that we would move that billboard. So I think the neighbors are expecting that it would be moved. However, if the question is if this just doesn't go through, would my client have the right to, which I hope never goes there, have the right to have a billboard there? Yes, they would because it's properly permitted and it's appropriate. And that's why we thought, I mean, we just weren't going to have that. We weren't going down that road. It just was unnecessary and would have been inefficient. Thank you. And not appropriate. Thank you. Commissioner Jordan. I make a motion for modified approvals on a docket item 04726. Thank you. Is there a second? I second. Thank you, Commissioner Hebert. Any questions? If not, let's go ahead and vote. Commissioner Kepper? Yes. Commissioner Poche? Yes. Commissioner Hebert? Yes. Commissioner Josie Gupta? Yes. I have to say this is a great example of using exchange as a way to create a creative solution. Commissioner Wittry? Agreed. And yes. Commissioner Jordan? Yes. All right. The motion carries. Thank you so much. We're going to go ahead and move on to zoning docket 064-26. Zoning docket 064-26 is a request for conditional use to permit a small child care center located at 7542 through 7550 Forest Glen Road within the SRS Suburban Single Family Residential District. Staff reviewed the request in accordance with the use standards for child care centers contained in Article 20 of the Comprehensive Zoning Ordinance. The standards are intended to minimize potential impacts on surrounding residential properties. The proposed child care center would operate within an existing one-story residence. Child care centers can be appropriate in residential districts when determined to be compatible with surrounding properties. Staff finds that the proposed location to be appropriate for a child care center, while the use will generate some noise and activity, these impacts are expected to be localized to the immediately surrounding properties, and the relatively small size of the facility is expected to limit the intensity of those impacts. The proposed child care center appears to be consistent with both the master plan's future land use designation and the intent of the SRS district, as it is a compatible community-serving use. Staff would point out that the staff report currently includes a waiver for off-street parking. However, pursuant to Article 20, Section 23S2D, child care centers located within residential districts are exempt from off-street parking requirements, and therefore the parking waiver is unnecessary. Staff recommends approval of Zoning Docket 06426, subject to four provisos. Thank you. Ms. Taylor or Ms. Russell? I'm not sure who would like to speak first. Welcome. Please state your name and address, and you'll each have two minutes, and then Nick, you'll have after. Hi. Thanks for having me. You can pull it down. You don't have to. You can pull the mic down. You don't have to stand on your two feet. Okay. Thanks for having me.

My name is Paulette Alexander-Taylor, 75628 Taylor Lane, Slidell, Louisiana. My daughter will be the one that's utilizing my property for the daycare center, so her name is Ikea Russell. Ikea Russell, 1920 Brooker Street, Slidell, Louisiana, 70461. And we're here in support and to answer any questions you may have. So you have approval with – the staff recommendation is approval one waiver with four provisos. Are you aware of those provisos? Yes. Okay. Any – oh, any questions? Yes. Yes. I'd like to know, did you meet with the neighborhood, the residents? Yes. And what was the outcome? I sent out letters and had a meeting. We had one person to attend, and she was in support. At the library, New Orleans East. And what would be your hours of operation? 7.30 to 5.00 p.m. Drop off should be 7.30 to 9.00, pick up between 3.00 and 5.00. And how many children do you plan on carrying? Approximately 30. 30 children? I don't have the exact number, but we're looking at 30. Okay. Thank you. Thank you. And what's the square footage of the property? I believe it's a double, so I believe it's around 2,400. Thank you. I'm sorry, I have another question. Yes, of course. So who would operate the facility since you both live in Slidell? I would operate the facility. I have a CDA, and I've been in child care over 12 years. Okay. Thank you. Is that it for comments? Any other? No, we have one more comment. Any other questions for our applicants? You may sit down, we may, after Mr. Kendall speaks. Thank you. Hi. Good afternoon. Nick Kendall with Agenda for Children, 4103 Annunciation Street, New Orleans, Louisiana, 70115. So I just wanted to say thank you to the staff for their review, for the recommendation for approval. The one comment I was going to address was the waiver and how the parking waiver wasn't necessary, but staff addressed that. So I think, you know, subject to eliminating that waiver, we're all good on the zoning side of things. So thank you very much for considering the application. Thank you. Anyone else here to speak? If not, then I'm looking for a motion. Yeah, I'll make a motion to approve zoning docket 064-26 with one waiver and four provisos. The waiver isn't necessary. Oh, look, four provisos. Second. Thank you, Commissioner Kepper. We have an approval on the floor for... with four provisos. We have a first and a second. Any discussion? If not, let's go ahead and vote. Commissioner Steeke? Oh, well, the motion, the record should show that Commissioner Steeke has rejoined us. Any votes? Yes. Thank you. Commissioner Jordan? Yes. Commissioner Whitry? Yes. Commissioner Josie Gupta? Yes. Commissioner Hebert? Yes. Commissioner Poche? Yes. Commissioner Kepper? Yes. All right, the motion carries. Good luck. Let's move on to zoning docket 065-26. Zoning docket 65-26 is a request for a condition of use to permit an accessory bed and breakfast at 3200 Catus Street in an HURD2 historic urban two-family residential district and the transient lodging interim zoning district. This proposal is to allow the conversion of an existing non-commercial short-term rental, which can utilize up to three bedrooms, to an accessory bed and breakfast to utilize each of the five existing bedrooms. No additions or alterations to the site are proposed. The site has been operating in compliance and has not received any violations. The proposal does require a variance for three off-street parking spaces, which cannot be met due to the limited biddable area of the site. So the proposal will only create a change of the type of short-term rental operating at the site and will not increase the number of short-term rentals on a petition squared. The request is also consistent with the master plan. Therefore, staff recommends approval subject to two provisos. And can I just ask, so it's an accessory bed and breakfast, so the owner has to live on the property? The owner already lives at the site. Right. So they have to continue to do that. Yes. OK. Thanks. Ms. McCaffrey, please come down and state your name and address, and provide context and any type of history too, please. OK. Thank you very much for considering this. I'm Carrie McCaffrey, 3200 Cadiz Street, New Orleans. Do you want to share about what happens about your property? It has been a non-commercial short-term rental for many years. Over the years, as the rules have changed, I'm no longer able to afford to upkeep the property and to pay the mortgage. So my hope is to have a bed and breakfast that would allow for five bedrooms and 10 guests. We are just a few steps away from commercial and business zoning, so it seems like the perfect place for it. There's a similar B&B just two blocks away, and I've never heard anything bad about it. I've lived there for 16 years. So it's just a different setup for what I've been doing for many years. When you say commercial is a few steps away, how close? It's two blocks from the intersection of Napoleon and South Claiborne, so within about a block, there are some business licenses. On Claiborne? On Claiborne. OK. And there's a CVS on the corner. There's a bed and breakfast on Napoleon, about two blocks away. So it's not in the middle of a residential area. It's kind of on the edge. So it seems to be a great spot for it. Are you on a corner? Yes. OK. This is Cato Street, and this is South Roman. Commissioners, do you have questions? I don't think I have anyone else here to speak on this right now. Commissioner Sieg? I move approval in accordance with staff recommendation. Continuing the same use and additional impacts are minimal, and she's been a responsible operator, has no violations. So I move approval. Thank you. Thank you. Is there a second? Second. Thank you, Commissioner Poche. So we have a first and a second. You can sit down, ma'am, if you'd like. Any discussion? Motion to approve. OK. Well, then we'll move on to Commissioner Kepper? Yes. Commissioner Poche? Yes. Commissioner Hebert? Yes.

Commissioner Josie Gupta? Commissioner Wittry is a no. Commissioner Jordan? Yes. Commissioner Sieg? Yes. OK. The motion carries. Good luck. We're going to move on to zoning docket 06626. Is that correct? And I think we have a deferral. That's right. This is an application for a commercial short-term rental where St. Claude turns into Rampart. The applicant is out of town and cannot attend this meeting and would like to be heard at the next meeting, so the staff is recommending deferral. Executive Director, can you remind us on what we've discussed in this situation? Was the applicant, did they notify us prior to today? Yes. Yes. So when did we get the notice? I think the policy that you all spoke about was if we get a request for a deferral before the packet goes out, then because that way, we could put it on the agenda that it's published and nobody will come in only to see that it's deferred. So did it? Yeah, I'm not sure when the request came in. It's Haley's case. Yeah, and that was just for effectively an automatic deferral. But even if it doesn't meet that deadline, you all have the discretion to approve. When did we do the deferral? I'm sorry? When was the deferral? It's requested for deferral to the next meeting on July 13. OK, but that was in our packet, correct? Yes. And when is the deadline? The deadline is 60 days from today, which we'll put it about, it doesn't say here, but about August 23rd or so. OK, so just in the spirit of as us, we haven't changed our rules yet. We're discussing them. But there's no one here to speak on this matter as well? No. Correct. OK. So staff, there is a request for deferral until July 14. So you can vote to defer. You can vote not to defer. Is there a motion, Commissioner Sieg? I move to defer to the next meeting. Perfect. Is there a second? I second. Thank you. Any discussion? Commissioner Sieg voted to defer. Commissioner Abare seconded. And if there's no discussion, let's vote. That would be me to ask you all. Commissioner Kepper? Yes. Commissioner Poche? Yes. Commissioner Abare? Yes. Commissioner Josie Gupta? Commissioner Whittier, yes. Commissioner Jordan? Yes. Commissioner Sieg? Yes. All right, so the motion carries for deferment to July 14. Moving on to subdivision 059-26. Today's subdivision to divide this parcel at the Horner-Sheff endowment into three lots to facilitate their sale. It is generally consistent with the subdivision regulations. However, because the total area of the site exceeds two acres, it must be considered before a public hearing. The staff is supportive and recommends approval with one proviso. All right, Mr. George? George F, please come state your name and address. Mark George F, 2121 Esplanade Avenue, New Orleans, Louisiana, 70119. Thank you. And you're the owner of the laundromat? Yes, yes, ma'am. OK. Well, car wash. Car wash, I'm sorry. Car wash, thank you. We're washing something, so thank you. All right, staff or commissioners, do you have any questions for our applicant? No. OK, if not, then we're looking for a motion. Staff's recommendation is tentative approval with one proviso. I move for approval of zoning docket 06625. Thank you, Commissioner Hebert. Is there a second? I'll second. Thank you, Commissioner Poche. Any discussion? All right, Commissioner Sieg? Yes. Commissioner Jordan? Yes. Commissioner Whittry? Yes. Commissioner Josie Gupta? Commissioner Hebert? Yes. Commissioner Poche? Yes. Commissioner Kepper? Yes. All right, the motion carries. Good luck. All right, well, thank you very much. We are now moving to subdivision ratification. There are no subdivisions to ratify today. I don't know if we've ever had that. Not that I remember. All right. So would anyone like to discuss anything else? I make a motion to adjourn. Thank you so much. Is there a second? I'll second. Thank you. All in favor? Aye. Aye. Thanks, staff. Stay cool out there.
