Moved by Council Member Harris. Second. Second by Council Member Green. All in favor? Aye. Four yays, no nays. Approved. Thank you, Laverne. Appreciate you being here today. Thank you. We have a waiver that was received timely for Kenneth Barton Ferris. His documentation is in order and reviewed. I will move on Mr. Kenneth Barton Ferris. Can I get a second? Second. Second by Council Member Harris. All in favor? Aye. All right. Four yays, no nays. It is approved to the full council. Next we have Alvin L. Barrington. Why do you want to be on the Audubon Commission? Good morning again, Alvin Barrington. I would like to serve on the Audubon Commission because my values align with this conservation efforts and how it aligns with nature and what we want to protect within this area. I have volunteered on many non-profits over the years in service. Everything with the strategic plan, the core values align with what I want to do. I feel I will be a great asset to the commission and look forward to onboarding and working with the commission. Thank you, Mr. Barrington. I will entertain a motion. So moved. Moved by Mr. Green. Second by Council Member Harris. All in favor? Aye. Four yays, no nays. You are forwarded to the full council. Thank you. Thank you, sir. Next up we have Tan Chanel Washington for the New Orleans Redevelopment Authority. Where's the comment? Good morning. I would love the opportunity to serve on Nora's board. At my core, this work is my ministry, my mission in this earth. Honestly, the mission of Nora aligns with my mission. I had the opportunity of purchasing my first home at the age of 19, and that is what has caused this great passion as it pertains to housing, community development, and advocacy work. I believe that I would be a great asset if I could bring both my personal and professional experiences to the board. I've been a real estate professional for the last 23 years, thriving. Thank you. Council Member Green. I am pleased to have nominated T. Denise Washington for the New Orleans Redevelopment Authority, but I want to mention that we have a distinguished group of appointees today. But I just wanted to say to you thank you for buying your house here in New Orleans at the age of 19. Thank you for staying here in the city of New Orleans raising your children. Thank you for your work with the New Orleans Real Estate Brokers Association and on a national level telling people about the good side of New Orleans in terms of investment. I appreciate your willingness to serve on the New Orleans Redevelopment Authority, a very important agency as we look to support our housing community in general. So just thank you for your willingness to serve. But I just wanted to reemphasize to all, buying a house at the age of 19 and staying here in New Orleans, that's a great thing. Thank you. My pleasure. Thank you. I'll entertain a motion. So moved. Moved by Council Member Green. Second by Council Member Harris. All in favor? Aye. Four yays, no nays. You are forwarded to full council. Thank you. Thank you. Next up, well, first we will be deferring the Board of Zoning Adjustments appointee. Next up we have Nisan Patel to the Regional Planning Commission. Come on down, Mr. Patel. Good morning. Thank you all for considering me. I'm a New Orleans native, and my family settled in New Orleans East growing up. So I'd like to continue, or I'd like to start serving on this commission. I'm a proud District A constituent with Councilwoman McCarran, and I believe that the Regional Planning Commission is important in helping understand and build our infrastructure, our economy, and protect our environment. I believe I'd be a strong representative for the city of New Orleans. Thanks again for considering me. Thank you. I'll entertain a motion. So moved. Second. Moved by Council Member Green. Second by Council Member Harris. All in favor? Aye. Four yays, no nays. You are approved to full council. Next up we have Bishop Tyrone Jefferson for the Ethics Review Board. Good morning, Bishop. Why do you want to be on the Ethics Review Board? Good morning to you, Council President, and, of course, to this wonderful committee. I would like to say again good morning, and my name is Bishop Tyrone Jefferson. I love this great city. I was born and reared, most of you know me, and most of you know that I'm the pastor of Abundant Life Tabernacle, a full gospel Baptist church, better known as the TAB. And whenever I'm given an opportunity to serve, I'm always grateful. I would like to serve on the Ethics Review Board to help strengthen public trust in our great city government by ensuring transparency, accountability, and the highest standards of integrity. Thank you. Mr. Chair, my machine is not working. They're all not working. So would you like to speak? Yes, I'd just like to speak. Oh, sorry. Come back up, Bishop. He wants to say nice things about you. Yes. Come on right back up. Thank you. I just want to say thank you because you're always willing to serve, and you've done so much to help people feel strong spiritually. I appreciate your food drives. I appreciate the emphasis on health, the emphasis on the things that are important in our community. And the very fact that you're willing to serve on such an important board is in addition to all the things that you do already. I just want to say thank you. Thank you so much. Thank you, Bishop. So Councilman Green moves. I will second. All in favor? We have to be honest. Four yeas, no nays. Bishop Jefferson has moved to the full Council for review. Last up, we have Catherine Beaudoin for the New Orleans Recreation Development Commission. Why do you want to serve on Nord C? Hi. Good morning, Mr. Chair, members of the committee. My name is Katie Beaudoin.
I currently serve on the Orleans Parish School Board, representing District 5. And I would like to be our representative on Nord because I would like to see greater strength, stronger coordination between our schools and our parks. We serve the same population, and I think we can do a great job of coming together and making sure that our children's education and recreation, working well together, and they have all the opportunities that they deserve. So that's what I would like to do as a member of the board, of the commission. And thank you very much for your consideration. Thank you. Councilman Harris moves. Second? Green. Green. Second? McCarran. I'm McCarran. Let her second something. That's right. All in favor? Four yeas, no nays. Thank you. Forward to full Council for approval. Next up, we have Calendar Ordinance 35447 by myself. This ordinance simply updates the towing fees and boot fees for the city of New Orleans. It increases the boot fee to actually cover the costs incurred by the city. Currently, the city loses about $50 per boot. The current boot fee is $121. On average, a boot costs the city $170.80. The ordinance changes the boot fee from a flat fee to the percentage rate tied to published rates by the Louisiana Public Service Commission. Boot fee will be 75% of the applicable towing class minimum tow cost. For regular size vehicles, the new boot fee is $172. The cost increase is essential for the city to carry out parking enforcement. Cannot continue to lose money on booting. Is there any comments on this? I would also like to note for the record that Councilman Hughes is a co-author. All right. I will move. Can I get a second? Second by Councilmember Harris. All in favor? Aye. Four yeas, no nays. We forward to the full council for consideration. Last up, we have some contracts per Rule 57. First, we have an agreement between the city of New Orleans and the U.S. Department of Housing and Urban Development for the acceptance of federal funds for lead hazard abatement. I understand there are individuals from the administration here to answer questions. Are there any questions on this item? All right. I will move. Can I get a second? Second by Councilmember Harris. All in favor? Aye. Four yeas, no nays. We forward to the full council. Next, we have an agreement between the city and the Louisiana Department of Health for acceptance of state funds for HIV-related services. Are there any questions on this item? Hearing none, I will move. Second by Councilmember Harris. All in favor? Four yeas, no nays. Approved. With that, Councilman Green moves we adjourn. Seconded by Councilman McCarran. All in favor? Aye. Four yeas, no nays. We're adjourned. Thank you. Thank you. Thank you.
